Driver Certificate of Professional Competence — Code 95 and ADR

Long
Code 95 is a driver qualification card or a mark on the licence. It is issued on the basis of the Driver Certificate of Professional Competence (CPC) and confirms the right to operate vehicles that carry passengers or goods commercially.
The card contains personal data, the vehicle category and its validity period, and meets the requirements of the current Procedure No. 789. To obtain it, you must complete initial or periodic training and pass the test — after which the training centre issues the card together with the certificate.
Mandatory for drivers of Ukrainian carriers that operate international road transport using vehicles registered in Ukraine.

Why do I need Code 95?
A Code 95 issued in Ukraine is mandatory for drivers of Ukrainian transport companies carrying goods internationally in vehicles registered in Ukraine. A requirement is being prepared under which the eCherha queue will take Code 95 into account; the start date has not yet been announced.
Does the requirement apply to the carrier, not only the driver?
Yes. Cabinet of Ministers Resolution No. 712 of 18 June 2024 added the Certificate of Professional Competence to the staffing requirements of the Licensing Conditions. The rule takes effect on 9 September 2025 and covers the international carriage of goods, dangerous goods and passengers by bus.
How long does the Code 95 course take?
Periodic course — 5 days. Initial abridged — 18 days. Initial — 35 days.
Which documents are required for Code 95?
An application, a copy of the driving licence, a copy of the passport, a copy of the tax ID (TIN) and a copy of the international passport.
Transport of dangerous goods — only with an ADR certificate
The duration depends on the type of work: tankers and Class 1 add separate modules to the basic course.

Maximum approval
ADR is an international certificate confirming the right of a driver to transport dangerous goods in accordance with European legislation. The training covers handling hazardous substances, preparing route documentation, the hazard classes of goods, emergency response and the requirements for vehicles and personal protective equipment.
On completing the course, the trainee receives an internationally recognised certificate that allows the legal transport of dangerous goods across Ukraine and the countries of the European Union. The certificate is valid for 5 years.

Why do you need an ADR certificate?
An ADR certificate gives a driver the right to transport dangerous goods officially in accordance with Ukrainian law and international standards. Without it, such transport is prohibited.
How long does ADR training take?
Basic course — 3 days. Basic and tankers — 5 days. Basic, tankers and Class 1 — 6 days. Refresher — 3 days.
Can the ADR course be taken online?
No. Current legislation requires in-person training.
Which documents are required for ADR?
An identity document, a copy of the tax ID (TIN), a driving licence and, for refresher training, an ADR certificate.
