The short answer
You cannot buy the card. There is a single basis for issuing the CPC certificate and the qualification card — a successfully passed test, recorded in the examination boardʼs protocol. No protocol means no lawful basis, and therefore no record in the state system.
There is exactly one lawful case where no training is needed, and it is described below. Everything else offered under the banner of "fast processing" has nothing to do with it.
The one lawful exception — clause 27 of the Procedure
For a driver who already holds a valid certificate for categories C1 or С, the training centre issues a certificate for C1E or СЕ without any training. The same goes for passenger categories: from D1 or D to D1E or DE. The new certificate is valid within the term of the existing one.

Why a "card without training" does not work
The reason is technical, not moral. The training centre enters the details of every certificate and every card issued into the state information system "Confirmation of the professional competence of drivers of vehicles providing passenger and freight transport services". It is administered by the Ministry for Development of Communities and Territories.
The card itself carries a printed QR code that leads to this data. Plastic made outside the procedure will never appear in the system. It may look convincing, but the very first scan of the code will show nothing behind it.
And the cost of the mistake is not limited to wasted money. Since 9 September 2025, confirmation of professional competence has been part of the staffing requirements of the Licensing Conditions — Cabinet of Ministers Resolution No. 712 of 18 June 2024. So the matter also affects the licence of the carrier the driver works for.

On "online in two days" specifically
This is the most common offer, and it sounds almost plausible, because remote study really is allowed. Clause 6 of the Procedure permits in-person study, remote study, or a combination of the two. But the same clause sets a limit: the remote part cannot exceed 12 hours of the whole course.
Compare that with the length of the programmes — 35, 140 and 280 hours. Even on the shortest, periodic programme you can only cover a third remotely. A "fully online" offer fails the requirements by definition.
How to check a centre before paying
- Ask whether the data is entered into the state system. A centre that works by the Procedure will answer without hesitation.
- Clarify who issues the card. The correct answer is the training centre itself, together with the CPC certificate, after the exam.
- Ask about the form of study. If they promise the whole course remotely, that is already your answer.
- Count the hours. No programme shorter than 35 hours exists, even for the periodic course.
