ADR (ДОПНВ) — what it is
The word turns up in job ads, in carriersʼ requirements and in the name of the certificate. We explain what it means, how it differs from ADR (it does not) and who needs the certificate.
What the abbreviation means
ДОПНВ is the European Agreement concerning the International Carriage of Dangerous Goods by Road. It is the Ukrainian abbreviation formed from the first letters of the title.
ADR is the same agreement, only the abbreviation is French: Accord européen relatif au transport international des marchandises Dangereuses par Route.
In other words, ДОПНВ and ADR are one and the same. The confusion arises only because job ads write it now one way, now the other. If you are asked for an «ADR certificate» while you hold a ДОПНВ certificate, it is the same document.

Why this agreement is needed
Dangerous goods do not behave like ordinary cargo. They can catch fire, eat through the packaging, poison, explode. That is why separate rules apply to them: how to pack, how to mark, which vehicle to use, what to do in an accident and what the driver is not allowed to do at all.
The agreement reduces these rules to a single set, the same for all participating countries. Thanks to this the cargo does not have to be re-registered at every border, and a driver from one country understands the marking applied in another.
Nine hazard classes
All dangerous goods are divided into nine classes. The class determines the requirements for packaging, the vehicle and marking, and sometimes the driverʼs training programme. The clearest example is class 1, explosive substances and articles: clearance for it requires a separate training block, which is part of the full course only.

Who needs the certificate
- Drivers who carry dangerous goods — fuel, gases, chemicals, acids, paints
- Those who take dangerous goods onto international routes
- Carriers who work with industrial chemicals and fuel
Without the certificate, carrying dangerous goods is prohibited, and it is not only the driver who is liable but the carrier as well.
ДОПНВ and Code 95 are different documents. They are constantly confused, yet they do not replace each other and are issued under different rules. Code 95 confirms the driverʼs professional competence in general. An ADR (ДОПНВ) certificate gives clearance specifically for dangerous goods.
For the international carriage of dangerous goods you need both. Holding one does not exempt you from the other.
What the certificate looks like
It is an ID-1 plastic card — the same size as a bank card. It states which classes and types of transport the driver is cleared for. It is valid for five years.
The certificate is renewed before its term ends, so plan this in advance: without a valid document, transport cannot be carried out even for a single day.
How the training works
The classes are in person. The regulations on the special training of drivers who carry dangerous goods do not provide for a distance format: the requirements concern an equipped classroom and lessons with an instructor.
No work experience is required to enrol — a valid driving licence of the relevant category is enough. The length depends on the programme: the basic course is three days, with tanks five, the full course with class 1 — six.
- Basic course — 3 days. Clearance to carry dangerous goods in packaging. The foundation for every other programme.
- Basic + tanks — 5 days. For those who carry dangerous goods in bulk: fuel, gases, chemicals in tanks.
- Full course — 6 days. Basic, tanks and class 1 — explosive substances and articles. The widest scope of clearance.
What is ДОПНВ?

Are ДОПНВ and ADR different?
