Driver qualification card (Code 95)
This is the very plastic card the driver carries with them. Below is what is printed on it, who issues it, how long it is valid and how many days it takes to receive after training.
What this document is
The driver qualification card confirms that the driver is entitled to carry passengers or goods commercially. Colloquially it is called «Code 95», after the number of the code that denotes this qualification.
The requirements for the card are set by the Procedure for confirming the professional competence of drivers, approved by Order No. 789 of the Ministry of Infrastructure of 18.11.2020 (registered with the Ministry of Justice on 16.02.2021 under No. 198/35820). The form of the card is described in Annex 8 to this Procedure.
How the card differs from the CPC
These are two different documents, and drivers often confuse them. The CPC is the certificate of professional competence, a paper document in the form of Annex 7. The qualification card is a bank-card-sized plastic that you present during a check.
They are issued together. Under clause 26 of the Procedure, a driver who has passed the exam is given both the certificate and the card. So this is not two successive trips around offices but a single outcome of the training.
Who issues the card
The card is issued by the training centre where the driver completed the training and passed the test. There is no need to apply separately to a Ministry of Internal Affairs service centre: Procedure No. 789 contains no such step at all.
The training centre enters details of the certificates and cards issued into the state information system «Confirmation of the professional competence of drivers of vehicles for providing passenger and freight transport services». Its manager is the Ministry for Communities and Territories Development, and its technical administrator is the state enterprise «Sectoral Centre for Digitalisation and Cybersecurity». Data from the system, other than personal data, is available as open data.
That is exactly why the centre you choose matters: only centres designated in the established manner are entitled to issue the document. A card arranged outside this procedure will not appear in the system.
What the card looks like
What is printed on the card
The blank is made of ID-1 format polymer material to DSTU ISO/IEC 7810:2008, measuring 54 × 85.6 mm. Both sides have a yellow background and black text.

How long to wait after the exam
The deadlines in the Procedure are specific. The certificate and card are prepared no later than the next working day after the test record and the centre headʼs order are approved, and issued no later than 5 working days from the date the test is passed.
So the long part is the training itself, from a week for the periodic course to six weeks for the initial one. Preparing the document after the exam takes only a few days.

When the term expires
The card and certificate are issued for five years. To renew the document there is no need to return to the initial programme: a five-day periodic course is enough, and this applies even to those who have had a long break. More detail — on validity and renewal.
It is sensible to start a month or six weeks before the term ends. Then you do not depend on when the next group fills up, and you are not left a single day without a valid document.
What to avoid
- Offers to «get the card without training». The grounds for issue are a test passed and recorded in the minutes. Without it there will be no entry in the state system.
- «Fully online» courses. The Procedure allows a distance format, but no more than 12 hours across the whole course. It is impossible to complete the programme entirely remotely.
- Waiting until the last week. The training itself lasts from five days to six weeks, and that is not counting the time to form a group.
