An ADR (ДОПНВ) certificate gives a driver the right to carry dangerous goods. How much it covers depends on how you actually carry the load: in packaging, in a tank, or dealing with explosives.
ADR and ДОПНВ are the same thing
The names cause confusion all the time, so briefly. ADR is the abbreviation of the French title of the European Agreement concerning the International Carriage of Dangerous Goods by Road. ДОПНВ is the same agreement in its Ukrainian rendering. The driverʼs certificate is called both ways, yet the document is one.
The training covers the classification of dangerous substances, requirements for vehicles and packaging, marking, accompanying documents, personal protective equipment and actions in emergencies. After passing the exam, the driver receives an international-standard certificate valid in Ukraine and the EU.
Who needs the certificate
- Drivers who carry dangerous goods of any class above the set thresholds
- Drivers of fuel bowsers, petrol tankers, gas carriers and any vehicle with tanks
- Carriers working with chemicals, industrial gases, paints, acids
- Anyone taking dangerous goods onto international routes
Without the certificate, carrying dangerous goods is prohibited — both the driver and the carrier are liable.
Three training programmes

The basic course is the mandatory foundation for everyone. Specialisations are then added to it depending on your working conditions.

- Basic course — 3 days. Clearance to carry dangerous goods in packaging. The foundation for every other programme.
- Basic + tanks — 5 days. For those who carry dangerous goods in bulk: fuel, gases, chemicals in tanks.
- Full course — 6 days. Basic, tanks and class 1 — explosive substances and articles. The widest scope of clearance.

Classes of dangerous goods
The agreement divides all dangerous goods into nine classes. The class determines the requirements for the vehicle, packaging and marking, and sometimes which training programme the driver needs.

- 2 — Gases: compressed, liquefied, dissolved under pressure
- 3 — Flammable liquids
- 4.1 — Flammable solids
- 4.2 — Substances liable to spontaneous combustion
- 4.3 — Substances which emit flammable gases on contact with water

- 5.2 — Organic peroxides
- 6.1 — Toxic substances
- 6.2 — Infectious substances
- 7 — Radioactive material
- 8 — Corrosive substances
- 9 — Miscellaneous dangerous substances and articles
How the training works
- We define the scope you need — you tell us what you carry and how, and we name the right programme.
- Documents and enrolment — you send the set, and we place you in the nearest group.
- Classes — from 3 to 6 days depending on the programme. In person only — a distance format is not provided for by law.
- Exam — you sit the final exam for the course programme.
- Certificate — you receive an international-standard ADR (ДОПНВ) certificate valid for 5 years.
Refresher training
The certificate is valid for five years. To renew it, drivers take a refresher course — 3 days. There is no need to take the full course again if you apply in good time.
How does ADR differ from ДОПНВ?
In no way — it is one and the same European agreement on the road carriage of dangerous goods. ADR is the French abbreviation, ДОПНВ the Ukrainian one. The driverʼs certificate is a single document.
Who needs an ADR (ДОПНВ) certificate?
Drivers who carry dangerous goods above the set thresholds: fuel, gases, acids, paints, industrial chemicals. Without the certificate such transport is prohibited.
How long is an ADR certificate valid?
Five years. To renew it, drivers take a 3-day refresher course — there is no need to sit the full course again.
How long does the training last?
The basic course is 3 days. Basic together with tanks is 5 days. The full course with class 1 is 6 days. The refresher is 3 days.
What does the basic course give?
Clearance to carry dangerous goods in packaging — drums, canisters, cylinders, boxes. It does not cover transport in bulk or explosive substances.
When is the «tanks» specialisation needed?
When the goods are carried in bulk: petrol tankers, gas carriers, tanks with liquid chemicals. Goods in drums do not count as a tank — the basic course is enough for them.
What is class 1 and who needs it?
Class 1 covers explosive substances and articles. Separate requirements apply to the vehicle, route, parking and security, so the module is set apart and is part of the 6-day full course.
How many classes of dangerous goods are there in total?
Nine. The class governs the requirements for the vehicle, packaging and marking: 1 — explosives, 2 — gases, 3 — flammable liquids, 4 — flammable solids, 5 — oxidising substances and peroxides, 6 — toxic and infectious, 7 — radioactive, 8 — corrosive, 9 — miscellaneous.
Can the ADR course be taken online?
No. The regulations on the special training of drivers who carry dangerous goods do not provide for a distance format: the requirements concern an equipped classroom and lessons with an instructor.
Is the Ukrainian certificate valid abroad?
Yes, an international-standard certificate is valid in the states party to the agreement, including the countries of the European Union.
What documents are needed to enrol?
An identity document, a copy of the tax-payer card and a driving licence. For a refresher — also a valid ADR (ДОПНВ) certificate.
How much does ADR training cost?

What happens for carrying dangerous goods without ADR?
It is a breach of transport rules. Both the driver and the carrier are liable, the vehicle may be stopped and the load taken off the run.
Do I need a certificate if I carry only a very small quantity?
The agreement provides for exemption thresholds below which part of the requirements does not apply. But the limits differ for each class and type of packaging, so this should be checked against the specific load — we will advise by phone.
Can tanks be added to an existing certificate?
Yes, if the basic certificate is valid. The specialisation is taken separately and added to it.
