From 9 September 2025 a carrier must employ drivers with Code 95: what it means in practice
The rule has been in force for almost a year, yet questions from drivers keep coming: «they will not hire me without the card», «the company is asking me to arrange it urgently». We explain where this requirement came from, who it affects and what to do if you do not have Code 95 yet.
What exactly changed
Cabinet of Ministers Resolution No. 712 of 18 June 2024 amended the Licensing Conditions for carrying out the business of transporting passengers and dangerous goods. One of the amendments took effect on 9 September 2025: drivers holding a valid confirmation of professional competence — that same Code 95 — became a staffing requirement for the carrier.
In plain terms: previously Code 95 was a matter for the driver alone and for whether they would be taken on a particular route. Now it is also a licensing condition for the company. A carrier whose drivers work without the card is in breach of its licence terms.
This is exactly why. A transport company is now responsible for its drivers holding Code 95 — not as a preference, but as a licence condition. That is why HR departments began requiring the card as early as the interview stage: hiring a driver without it became risky for the company.
Who it affects
The same categories as before — freight C1, C, C1E, CE and passenger D1, D, D1E, DE that carry out commercial transport. Rule No. 712 did not widen the range of drivers who need Code 95. It changed something else: the employer is now answerable for its absence too, not just the driver.

What to do if you do not have the card yet
Do not put it off. The course runs in groups, and time passes between your call and the start of classes while a group is filled. If your employer has already set you a deadline, it is worth starting straight away.
- Determine your programme. It depends on the category and the date it was opened: the initial course, the initial reduced course or the periodic course. How this works is on the page how to get Code 95.
- Gather the documents. The list is short and copies are sent by messenger. See documents for enrolment.
- Call and enrol. We will suggest the nearest group and the exact programme for your licence.
How long it will last
The card you receive is valid for five years, after which it is renewed with a periodic course. So you cannot arrange Code 95 once and forget about it, but you will not have to keep at it every year either. Details of the term and renewal are on the page how long Code 95 is valid.
