Code 95 or ADR: these are different documents — sorting out who does what
The most common confusion among drivers: they think Code 95 and ADR are the same thing, or that one replaces the other. They are not. These are two different documents from two different systems, and in many cases a driver needs both. We explain it simply, without regulatory jargon.
In short: what the difference is
Code 95 is a confirmation of a driverʼs professional competence. It states that the person is entitled to work as a driver on commercial transport with freight categories C1, C, C1E, CE or passenger categories D1, D, D1E, DE. The document is issued by a training centre on the basis of training and a test. Details are on the page Code 95 courses.
ADR (ДОПНВ) is a permit to transport dangerous goods. It states that the driver can safely carry fuel, gases, chemicals and other dangerous classes. This is a separate system with its own regulations and its own certificate. Details are on the page ADR courses and in the explainer what ДОПНВ is.
Code 95 does not grant the right to carry dangerous goods, and ADR does not replace the confirmation of professional competence. These are different things: one document is about whether you can work as a professional driver at all, the other about whether you can be trusted with dangerous cargo.
Who does what
You carry ordinary freight with category C. You need Code 95. ADR is not required as long as you are not carrying anything dangerous.
You carry passengers with category D. The same — you need Code 95, and ADR has nothing to do with it.
You carry fuel, gases, chemicals — dangerous goods. Both documents are needed. ADR — so that you are admitted to such cargo at all. And Code 95 for the international transport of dangerous goods is also a licensing requirement for your carrier, in force since 9 September 2025. What they have in common
Both documents are valid for five years, and both have to be renewed on time. Both are arranged in person — «fully online» does not exist for either. And both courses require roughly the same small set of documents: see what to prepare for enrolment.
